  • Complete all essential screenings (hearing, vision, metabolic), vaccinations, and a car-seat safety test

  • Have a clear medical plan for any ongoing conditions

  • Have caregivers trained in newborn care, including feeding, bathing, CPR, and recognizing signs of illness
